Oklahoma City, OK — Accelify is proud to announce the addition of Edward M. (Ted) Tracy to its National Board of Advisors. He will be advising Accelify and its clients on a variety of issues relating to Federal programs.
Ted has over 45 years of experience in the field of financial management as it relates to state and local governments, school districts and not-for-profit organizations. He is considered an expert in the areas of financial, cost and administrative policy, as well as the review, analysis and negotiation of cost allocation plans and indirect cost proposals.
“We are honored to be joined by such an established thought leader in the cost side of Federal programs,” explained Alex Brecher, COO of Accelify. “It is our mission to ensure that school districts generate the maximum amount of revenue from Federal Medicaid programs and Ted has a wealth of experience from his tenure developing cost and reimbursement policies and Random Moment Time Sampling plans at the U.S. Department of Health and Human Services,” continued Mr. Brecher.
A sampling of Mr. Tracy’s experience includes his role as Director of the Division of Cost Policy and Oversight for nine years, which included the Division of Cost Allocation, at the U. S. Department of Health and Human Services (DHHS). Ted was instrumental in the complete revision of OMB Circular A-87 in 1995. He has presented numerous training sessions for the USDA Graduate School, Government Auditor Training Institute and individual state or local governments, on the requirements contained in OMB Circulars A-87, A-122 and A102. He was also responsible for developing cost and reimbursement policies on a Department-wide basis while at DHHS. He developed policy on the formulation and implementation of various time studies including Random Moment Time Studies, and has generated numerous Random Moment Time Sampling plans within various environments, including the provision of the related training, on behalf of various state and local and non-profit clients.

Additionally, Ted has reviewed and negotiated hundreds of cost allocation plans and indirect cost proposals on behalf of the Federal Government as well as state and local and non-profit clients. Ted has also participated in the resolution of numerous Federal audits that involved the proper implementation of the Federal cost principles contained in OMB Circular A-87 and A-122 on-behalf of various state and local and non-profit clients.
Ted has a Bachelors degree in Accounting from Bryant College and a Masters Degree in Business Administration from Boston College.
